Thomas has developed a unique expertise in property tax and assessment law servicing his clients throughout Rhode Island, representing a wide range of corporations and developers in all stages of the assessment review and property tax appeal process for both real property, including commercial, industrial and residential and tangible property.
Thomas provides an initial property review and market data analysis. He regularly reviews assessments with revaluation companies, assessors and municipal assessment boards and appears before State Courts on a wide range of property tax and assessment law disputes. Each year, Thomas successfully secures significant reductions in taxes for property owners throughout Rhode Island.
Additionally, Thomas assists in the firm’s practice in the areas of real estate law, business and corporate law, and civil litigation. In doing so, he represents corporations, real estate developers, and construction companies throughout Rhode Island and Massachusetts in a wide variety of transactional matters and business disputes. He appears frequently before Federal and State Courts in Rhode Island and Massachusetts.
Prior to forming Mancini Carter, PC, Thomas worked closely for the past ten years with Attorneys John Mancini and Nicholas Goodier in a Providence based law firm. During that period, Thomas advised and represented clients on a wide variety of real estate, corporate & business, property tax and assessment, and commercial & civil litigation matters.
